Gwynedd County Council Careers

The purpose of the Plan is to set out the Council’s vision and priorities for the period between April 2018 and the end of March 2023. It explains why we are focusing our energy and resources on our priorities, but is also outlines the full breadth of the Council’s work.

The Constitution

The Council’s Constitution contains the rules and procedures for making decisions and managing the Council’s business.  In the Constitution you will find information on the committee structure, its procedures, the rights given to individual officers and members to make decisions, the standards of conduct expected and the allowances paid to members.

The Full Council is a formal meeting of all Councillors. The Full Council is required by law to take certain important decisions including setting the Council’s budget and Council Tax and approving a number of key plans and strategies, which together form the Policy Framework (listed below). It is responsible for all of the functions not the responsibility of the Cabinet. It will carry out some functions itself, but others will be delegated to Committees or named Officers.

In a year when there is an ordinary election of councillors, the annual meeting will take place within 21 days of the retirement of the outgoing councillors. In any other year, the annual meeting will take place in March, April or May.
